From the get-go. Was the first target (a school) an accident or a message? Either way, it only took about 5 days to go full-on-war-crime-campaign targeting desalination plants, oil refineries, and other civilian infrastructure.

Don’t get me wrong, this is par for the course in US history but the rate at which it is increasing is astounding. Not even an attempt at justification.
