The Third Social Summit of the Peoples of Latin America and the Caribbean, held on the 8th and 9th in Santa Marta, brought together more than 1,200 national and international participants. This event was organized within the framework of the CELAC (Community of Latin American and Caribbean States)-European Union summit, which was convened on the occasion of Colombia assuming the pro-tempore presidency of the regional integration space.
Reaffirming Latin America as a Zone of Peace
Those attending this event unanimously called for Latin America and the Caribbean to remain a zone of peace and rejected the presence of warships and more than 16,000 troops deployed by the US in the Caribbean under the false narrative of the supposed fight against drug trafficking.
The Social Summit highlighted that the actions of the US, supported by the Fourth Fleet and the Southern Command, are a serious violation of international law and human rights. More than 67 people have been killed in these extrajudicial executions, and the United States has yet to answer for these crimes committed in the Caribbean.
About the event methodology
Over two days, the Summit held discussions at nine working tables on various topics: sovereignty and integration, migration, labor and rights, agrarian reform and food sovereignty, environmental and climate justice, global financial architecture in the South, youth and student struggles, feminism and diversity, communication and culture, health, and addressing the drug problem.
In an effort by our global movement to contribute to the discussion on why and how to end war, we had a presentation on the theme of “Zone of Peace, Democracy, Sovereignty, and Integration.” During his presentation, our organizer for Latin America, Gabriel Aguirre, criticized the increase in US military spending for 2025, which amounts to $962 billion, the US military presence in the Caribbean and throughout the region.
We took this opportunity to ask the organizations present to strengthen their coordination to demand the closure of all military bases, as well as the dismantling of the Southern Command and the Fourth Fleet, an end to the aggression and threats against Venezuela, and to express that Donald Trump’s policy against Venezuela must be rejected, that all attempts at a coup d’état must be rejected, that all unilateral coercive measures must be lifted, and that the threat of the use of force must be abandoned.
On behalf of the global movement, we also highlight the importance of demanding that NATO leave our continent, as we consider this militaristic alliance to be the trigger finger of imperialism. It should be remembered that Colombia has been a global partner of NATO since 2017, and in past statements, the Colombian president has called for Colombia to withdraw from NATO.
Colombian president attends summit
In a very significant act of support for the organization and the popular movement, Colombian President Gustavo Petro attended the event to hear some of the proposals presented by the summit participants on how to build paths of coordination for the defense of sovereignty, democracy, and regional integration. In addition, the president expressed his firm rejection of the interventionist actions of the US in Latin America and the extrajudicial executions in the Caribbean. He took the opportunity to express solidarity with Palestine in the face of the current genocide in Gaza, as well as highlighting Colombia’s action to stop sending more troops to the US in Latin America. In recent days, the US government, in a deliberate move, included the Colombian president on the Clinton list, allegedly under false pretences linking him to drug trafficking. It should be remembered that it was President Pero who, during his time in the Colombian Congress as a senator, led investigations into members of drug trafficking organisations in the country and their links to politics and the state.
Upcoming mobilizations
Gabriel Aguirre invited organizations to join the action being called for by the America a Zone of Peace campaign to promote a week of action and mobilization for Venezuela and Colombia from November 15 to 23 in response to threats in the Caribbean.
He also announced that on December 17, the anniversary of Simón Bolívar’s death, there will be a binational day of action for peace among the peoples of this region of the world.

Cumbre Social en Santa Se Opone a La Militarización en El Caribe
La III Cumbre Social de los Pueblos de América Latina y el Caribe, reunida los días 8 y 9 en Santa Marta, reunión más de 1200 participantes nacionales e internacionales, este evento fue organizado en el marco de la cumbre CELAC(Comunidad de Estados Latinoamericanos y Caribeños)-Unión Europea, que se convocó con motivo de que Colombia asumió la presidencia pro-tempore de espacio de integración regional.
Reafirmar América Latina cómo una zona de Paz
Los asistentes a este evento de manera unánime clamaron por mantener América Latina y el Caribe cómo una zona de paz, rechazaron la presencia de los buques de guerra y las más de 16.000 tropas desplegadas por EE.UU en el Caribe, bajo la falsa narrativa del supuesto combate contra el narcotráfico.
Desde la Cumbre Social se destacó que las acciones de EE.UU, apoyados con la IV Flota y el Comando Sur, son una violación grave al derecho internacional, y a los derechos humanos, son más de la 67 personas que han sido asesinadas, mediante estas ejecuciones extrajudiciales, y que Estados Unidos aún no responde por estos crímenes cometidos en el Caribe.
De la metodología del evento:
La Cumbre durante dos días discutió en 9 mesas de trabajo, con diversos ejes temáticos: Soberanía e integración, migración, trabajo y derechos, reforma agraria y soberanía alimentaria, justicia ambiental y climática, arquitectura financiera global en el sur, luchas de la juventud y los estudiantes, feminismos y diversidades, comunicación y cultura, salud y abordaje del problema de las drogas.
En un esfuerzo desde nuestro movimiento global por contribuir en la discusión sobre por qué y cómo poner fin a la guerra, tuvimos una presentación en el eje temático de “Zona de Paz, democracia, soberanía e integración“, nuestro organizador para América Latina Gabriel Aguirre, durante su presentación, criticó el incremento del gasto militar de EE.UU para el año 2025 el cuál asciende a 962.000 mil millones de dólares, la presencia militar de Estados Unidos en el Caribe y a lo largo y ancho de la región.
Aprovechamos esta oportunidad para pedir a las organizaciones presentes reforzar las articulaciones para exigir el cierre de todas las bases militares, así como el desmantelamiento del comando sur y la IV Flota, que cesen las agresiones y las amenazas a Venezuela, además de expresar que la política que dirige Donald Trump contra Venezuela, debe ser rechazado todo intento de golpe de Estado, así cómo levantada todas las medidas coercitivas unilaterales, y abandonar la amenaza del uso de la fuerza.
Igualmente a nombre del movimiento global, destacamos la importancia de exigir que la OTAN salga de nuestro continente, por considerar esta alianza militarista, como el dedo en el gatillo del imperialismo, hay que recordar que Colombia es socio global de la OTAN desde el año 2017, en declaraciones pasadas el presidente de Colombia ha pedido que Colombia debe retirarse de la OTAN.
Presidente de Colombia asiste a la cumbre:
En un acto muy significativo de respaldo a la organización y al movimiento popular, el presidente de Colombia Gustavo Petro se hizo presente en el evento, para escuchar parte de las propuestas presentada por los participantes de esta cumbre, sobre cómo construir caminos de articulación para la defensa de la soberanía, la democracia y la integración regional, adicionalmente el presidente, expresó su firme rechazo a las acciones injerencistas de EE.UU en América Latina y las ejecuciones extrajudiciales en el Caribe, aprovechó para reivindicar la solidaridad con Palestina, frente al actual genocidio que se vive en Gaza, así cómo destacó la acción de Colombia de no enviar más carbón a Israel y cortar las relaciones, hasta tanto no se detenga el actual genocidio, saludó a los miembros de la flotilla sumad, quienes se hicieron presentes en este evento.
En días recientes el gobierno de Estados Unidos, en una nueva acción deliberada incluyó al presidente colombiano en la lista Clinton, por supuestamente bajo un falso pretexto vincularlo con el narcotráfico, hay que recordar que justamente ha sido el presidente Pero quien ha liderado desde su paso por el congreso de Colombia, cómo Senador investigaciones a miembros del narcotráfico en el país, y sus nexos con la política y el Estado.
Próximas movilizaciones:
Gabriel Aguirre, invitó a las organizaciones a sumarse a la acción que está siendo convocada por la campaña América una Zona de Paz, a impulsar del 15 al 23 de de Noviembre a una semana de acción y movilización por Venezuela y Colombia, frente a las amenazas en el Caribe.
Así cómo la fecha del próximo 17 de Diciembre, en el marco de un nuevo aniversario de la muerte de Simón Bolívar para realizar una jornada binacional por la Paz de los pueblos de esta región del mundo.
