Security with Results: Homicides and Serious Crimes Continue to Decline
The Security Cabinet reported that intentional homicides decreased by 37% in the last year and that October 2025 is the month with the fewest homicides in 13 months. Since 2018, the accumulated reduction is 34%, and 26 states have posted declines in their daily average number of homicides.
The greatest declined, when comparing January-October 2025 to the same period in 2024, were recorded in Zacatecas (–70.5%), Chiapas (–58.7%), Quintana Roo (–57.3%), Nuevo León (–53.6%), San Luis Potosí (–47.8%), Tamaulipas (–43.2%), and Jalisco (–32.2%).
Addressing Root Causes: Security from the Ground Up
The Federal Government has been largely responsible for the reduction of crimes through direct action on the ground: more than 4.4 million community outreach actions, 103 addiction prevention workshops, sports events, and peace fairs have been held. In addition, 3,600 community fairs have been organized along with 224,000 house-by-house visits, and the weapons exchange program has taken 8,547 firearms out of circulation.
Security Results: Direct Blows to Organized Crime
In October, the federal government’s security strategy yielded decisive results:
• +2,300 criminals arrested• +13 tons of drugs seized• Approximately 1,700 weapons confiscated• 47 clandestine laboratories dismantled
So far this year, 37,000 arrests have been made. Nearly 300 tons of drugs have been confiscated, including four million fentanyl pills. In addition, 18,900 weapons have been seized, and 1,614 laboratories have been destroyed.
Security with Justice, Not War on the Margins of the Law
President Claudia Sheinbaum presented the historical comparison of intentional homicides by presidential administration:
• Felipe Calderón: +148%• Enrique Peña Nieto: +42%• Andrés Manuel López Obrador: –9%• Claudia Sheinbaum: –28%
Sheinbaum stated that the country has moved beyond Calderón’s militarization strategy, which deployed the Army without a legal framework for doing so, caused civilian casualties, and was directed by an official now imprisoned in the United States. The 4T strategy changed course, addressing the root causes of crime, building security with well-being, a National Guard with legal foundations, and zero impunity.
Mexico Defends its People, Wherever They Are
The President reported that Mexico filed 30 complaints with the UN regarding alleged human rights violations committed by US Border Patrol agents. There are reports of assaults and unlawful actions against Mexican migrants within the United States.
Sheinbaum reiterated that it is not acceptable to treat Mexican migrants as criminals. She recalled that 40 million Mexicans live in the United States, and it is estimated that 90% have legal status and underpin a large part of the US economy.
Recall Referendum Without Waste: Sheinbaum’s Proposal for 2027
Sheinbaum reported that the Chamber of Deputies is reviewing changes to the presidential recall referendum so that it takes place in 2027, on the same day as the elections. The proposal seeks to avoid additional costs and have the referendum organized alongside the elections.
Sheinbaum: Yes to Taxes, No to the Far-Right
The President explained that the Salinas Pliego business group has pending tax debts and must pay them in accordance with the law. She indicated that the business magnate’s public statements against the Tax Administration Service (SAT) have a political motive and seek to avoid having to paying taxes.
She added that the discourse Salinas Pliego promotes alignments with far-right positions, associated with authoritarianism and discrimination, and contrasted that vision with Mexico’s liberal tradition, from Juárez to the Constitution of 1917, highlighting that the country has rejected authoritarian figures since Independence.
