Rafael was the Director of Public Affairs, at FEMA from 2014-2017, where he served as FEMA’s top spokesperson. He oversaw national crisis communications, including Hurricane Matthew (2016), Louisiana and South Carolina flooding (2016), Ebola response, Flint water crisis, and the surge of unaccompanied children at the southwest border.

He also served as Associate Director for Public Affairs, White House Office of National Drug Control Policy (2010–2014) and Senior Advisor for Media & Communications at U.S. Customs and Border Protection, DHS (2009–2010)
