Even with Congress’ past failings, an Impeachment is still way more likely to remove him from office than article 25. I don’t see a world where Kennedy would be on board to remove the president or any of the other cabinet members. Most of them will face prosecution if Trump were removed from office.
Additionally article 25 is not permanent and would only temporarily remove the president. I suppose it’s possible the courts could agree the president is mentally incapacitated and unable to be president, but then we’re relying on the Supreme court.
So yeah as far as legal means go Impeachment is still the best option.
