I don’t understand how this would do anything other than increase risks for national defense. AFAIK, the issue isn’t suddenly because of the amount of vessels we have. That hasn’t changed much, if at all, in the past 2 weeks.

Or is it that the amount of stuff that needs to be transported has dramatically increased? I don’t have access to the full article.
