It started as an idea under Reagan in the 80’s. Bankrupt the country so policies that Republicans don’t like can be removed under the excuse of austerity.
I think besides the grift this is the other big reasoning behind the scenes. This is why Congress does nothing, because killing all these departments/grants that promote well being and diversity are an affront to their bigoted worldview.
