Last week, we uncovered a Calian GNSS shipment of a GPS antenna on its way to Israel’s Elbit Systems Electronic Warfare and Signals Intelligence division. This shipment made its way from the factory in Ottawa to the Pierre-Elliot Trudeau airport in Montreal, where it was intended to be loaded onto an Air Canada passenger plane.

The lethal operations of Elbit’s drones require high-precision GNSS antennas, the very type Calian manufactures.

After our monitoring exposed this Canadian weapons shipment to Israel in real time, catching them red-handed, CBC followed up on our evidence and Calian has now vowed to pause all future shipments to Elbit Systems “until further notice”.

Additionally, the company admitted to CBC that one more shipment is still going through, proof that Canadian military cargo are actively en route to Israel right now. This admission confirms what the government has denied for over a year and a half: Canadian weapons and components continue to flow to Israel’s war machine, even as more than 62,000 Palestinians have been killed.

And while Calian and Global Affairs Canada (GAC) want Canadians to believe these antennas could be used for ‘civilian’ purposes, the shipping manifests we provided to CBC confirm they were explicitly shipped to the Elbit Systems’ Electronic Warfare and Signal Intelligence Division. Elbit Systems, Israel’s largest weapons manufacturer, is a company notorious for building drones and weapons systems deployed in Gaza.

This victory is a direct result of the mass movement for Palestine’s mounting pressure on the Canadian government and arms manufacturing companies like Calian.

While this is a critical victory, Calian is just one of the dozens of companies in Canada continuing to arm Israel — our struggle for an arms embargo must and will continue. Despite Anita Anand’s lies, we have once again proven that Canada continues to send military cargo to Israel.

“Anand said over and over that Canada ‘will not allow Canadian-made weapons to fuel this conflict in any way.’ Yet here we are: another shipment, another lie,” said Yara Shoufani of the Palestinian Youth Movement. “If we hadn’t caught this in real time, Canada would still be denying it. How many other shipments have slipped through while Anand lies to the public?”

For a year and a half, the Canadian government has made and repeated false claims:

December 2023: GAC insisted no permits had been issued since October 7. False. Dozens were approved until January 2024.January 2024: The government invented the meaningless category of “non-lethal” equipment to justify continued shipments. False and legally irrelevant.July 2024: Prime Minister Trudeau claimed, “We’ve stopped exports of arms to Israel.” False. Shipments continued under open permits.August 2025: Minister Anand doubled down: “We will not allow Canadian-made weapons to fuel this conflict in any way.” False again — Calian’s antennas prove otherwise.

“Anand has been caught lying in real time — to Canadians, to Parliament, and to the world,” added Shoufani. “Every shipment undercuts our laws, our international obligations, and our humanity. The person who provides the gun is guilty of the same crime as the one who pulls the trigger.”

We forced Calian to pause its shipments, but this is not accountability. It is damage control. Without a full, two-way arms embargo, Canadian companies will continue arming genocide through loopholes and “pauses” that mean nothing. We will not allow Canadian politicians to lie to us while weapons are shipped from our backyard to enable Israel’s genocide.

“This is proof of concept: when we expose the truth, companies scramble to save face. But Palestinians don’t need Calian’s PR moves, they need Canada to stop arming their killers,” said Rachel Small of World Beyond War. “Enough with the deception. No more loopholes, no more lies. Canada must enact a full two-way arms embargo on Israel now.”

We demand that Prime Minister Carney and Foreign Minister Anand:

Cancel all open permits immediately.Impose a full, two-way arms embargo on Israel.End diplomatic cover for Israel’s genocide of the Palestinian people…

Until then, we will continue to monitor, expose, and stop Canada’s complicity in genocide — shipment by shipment if necessary.
