“October 2 is not forgotten”
President Claudia Sheinbaum opened the Morning Press Conference, la Mañanera, by recalling the slogan “2 de october no se olvida” (October 2 is not forgotten) in reference to the repression of the 1968 student movement on that date.
She also read the agreement in which former president Gustavo Díaz Ordaz acknowledged that the 1968 events were crimes against humanity.
She reaffirmed that under her administration there will be no repression, torture, or forced disappearances, and that the Armed Forces will never be used against the people.
President’s First Report to the People
One year after taking office, the President called on the people of Mexico to listen to her message this Sunday, October 5, in the Zócalo central square in Mexico City, where she will present a balance sheet of the achievements of the Fourth Transformation and the goals for the country’s future.
LP Gas: Mandatory Safety and Monitoring
Today, two reforms bills concerning the transportation of LP Gas will be sent to the Official Gazette (DOF) to be published and thereby made official. Measures include strict State supervision with the new NOM-EM-006 and NOM-EM-007-ASEA-2025 standards:
• Vehicles must have mandatory speed control and GPS.• Monitoring center at the Ministry of Energy.• Trained drivers and hydrostatic testing of vehicles.• Companies have 4 months to comply with the new regulations.• Joint inspections by the Ministry of Communications and Transportation (SICT), National Energy Commission (CNE), and the Security, Energy and Environmental Agency (ASEA).• Tanker trucks with official QR code issued by the Ministry of Energy (SENER).
Comprehensive Control Against Fuel Theft
Before the Fourth Transformation, losses due to fuel theft (huachicol) in PEMEX pipelines were very common. With AMLO in office, pipelines were closed, operations reviewed, and supply shifted to land transportation, with permanent monitoring initiated.
This government has detected new forms of theft, so control was reinforced with:
• Increased supervision at customs stations.• New regulations issued.• Implementation of QR codes on all fuel shipping (tracking who transports and who sells it).• Highway inspections by the National Guard.
These actions are part of a comprehensive program to eradicate illegal fuel sales, closing corruption loopholes, and strengthening the country’s energy security.
President on the Amparo Law
Sheinbaum stated that, in response to the Senate’s resolution on the Amparo/Protective Injunction resolution, in accordance with the Constitutuion, no law can be retroactive. She indicated that whether the transitional article truly guarantees what is proposed has to be reviewed.
Key points of the Amparo Law reform include:
• Reducing the timeframe for justice to be applied.• Preventing the suspension of accounts linked to money laundering.• Avoiding their immediate suspension when Court decisions are applied.
Democracy and Freedom
The President recalled that under the old PRI governments, repression of social movements was a decision made by civilian officials, revealing the authoritarianism of that era. She noted that previously there was total media control, while today there exists broad freedom of expression, reflecting the democracy the country is experiencing.
