He’s pretending the money set aside for SNAP isn’t really legally set aside for SNAP and therefore the government doesn’t “have the authority” (like that’s stopped them in anything they want to do but legally can’t!) - doesn’t have the authority to use that money, so they’ve asked the courts to “resolve the differences” and tell them “what money they’re supposed to use”.
Essentially, it’s a delaying tactic, while they pressure Republicans to overturn the filibuster and pass the budget. Also, I fully expect them to appeal both rulings (in another delaying tactic), possibly all the way to the Supreme Court (who will inevitably find some way to allow him to do whatever the fuck he wants).
